Andrew Boulton, MD, FRCP

Professor Boulton received his baccalaureate and medical degrees (with honors) from the University of Newcastle-upon-Tyne. He subsequently served as fellow under Professor JD Ward in Sheffield, and visiting Assistant Professor at the University of Miami before ultimately accepting an appointment at the Manchester Royal Infirmary. Professor Boulton has authored more than 250 peer-reviewed manuscripts and book chapters and has been the editor of numerous seminal texts on complications of diabetes. He has been a key catalyst in the development of diabetic foot care as a mature subspecialty within medicine. His roles in that development are literally too numerous to mention. He was the principal invited lecturer at the launch of the American Diabetes Association's Foot Care Council. Among numerous other honors, he was acknowledged for his contributions to worldwide care of the diabetic foot by receiving the American Diabetes Association's Roger Pecoraro Lectureship.

Professor Boulton currently serves as Chairman of the Diabetic Foot Study Group and the Chairman of Postgraduate Education for the European Association for the Study of Diabetes. He presently is director of the Manchester Royal Infirmary's Diabetic Lower Extremity Research Group (DIALEX). He is renowned worldwide as a leading educator and lecturer on the diabetic foot.

Robert G. Frykberg, DPM, MPH

Dr. Frykberg received his Doctor of Podiatric Medicine degree from the California College of Podiatric Medicine in 1976 prior to completing his residency in podiatric surgery at the New England Deaconess Hospital/Harvard Medical School, Boston in 1978. In 1994 he received his Master of Public Health degree from the Harvard School of Public Health with a concentration in quantitative methods. He was an attending physician at the Deaconess Hospital for 21 years prior to accepting a position as the Dean for Clinical Affairs in the College of Podiatric Medicine at Des Moines University in 1999. Dr. Frykberg currently holds the position of Chief of the Podiatry section and Podiatric Residency Director at the Carl T. Hayden Veterans Affairs Medical Center in Phoenix, Arizona. Dr. Frykberg's practice is devoted exclusively to patients with high-risk foot problems. His research and writing interests are in diabetic foot ulcers and disorders, venous leg ulcers, and the Charcot foot. He has written numerous peer-reviewed articles and text chapters and has edited several textbooks on diabetic foot disorders. He is the former Chair of the Foot Care Council of the American Diabetes Association and a Past President of the American College of Foot and Ankle Surgeons.

David G. Armstrong, DPM, MSc, PhD

Dr. Armstrong is Professor of Surgery (with Tenure) at The University of Arizona. Dr. Armstrong also holds a Masters of Science in Tissue Repair and Wound Healing from the University of Wales College of Medicine and a PhD from the University of Manchester College of Medicine, where he was appointed Visiting Professor of Medicine. He also co-founded the Southern Arizona Limb Salvage Alliance (SALSA).

Dr. Armstrong has produced more than 250 peer-reviewed research papers in more than two dozen scholarly medical journals as well as over two dozen book chapters and is co-Editor of the American Diabetes Association's (ADA) Clinical Care of the Diabetic Foot.

Dr. Armstrong was selected as one of the first six International Wound Care Ambassadors and is the recipient of numerous awards by national and international medical organizations including the inaugural Georgetown Distinguished Award for Diabetic Limb Salvage. In 2008, he was the 25th and youngest-ever member elected into the Podiatric Medicine Hall of Fame.

Dr. Armstrong is current Chair of Scientific Sessions for the ADA's Foot Care Council, and a past member of the National Board of Directors of the American Diabetes Association as well as an active commissioner with the Illinois State Diabetes Commission. He sits on the Infectious Disease Society of America's Diabetic Foot Infection Advisory Committee. Dr. Armstrong is the founder and co-chair of the International Diabetic Foot Conference (DF-Con), the largest annual international symposium on the diabetic foot in the world.

Paul Kesselman, DPM

Dr. Kesselman is well known for his extensive writing and lectures on the use of Durable Medical Equipment (DME) and Advanced Tissue Engineered Products. His monthly column appearing in Podiatry Management is primarily dedicated to coding and compliance issues of wound care products and other DME. He is an expert panelist to Codingline.com a web based publication answering questions on medical coding. He has been a contributing author to Practical Endocrinology and other medical publications.

Dr. Kesselman is board certified by American Board of Podiatric Surgery. He is a fellow of APWCA and a member of the American Board of Multi Specialties in Podiatry with certification in the Prevention and Treatment of Diabetic Foot Wounds and Diabetic Foot Wear. He was recently nominated by his peers as one of the top 300 most influential podiatrists in the U.S.

Dr. Kesselman is a member of the Provider Communication and Education Council for DME Medicare Administrative Contractor Jurisdiction A Band the DAC for Region D and on its Orthotics and Prosthetics Subcommittee. He has served in a similar position with DME MAC C. He is a member of the New York State Podiatric Medical Association's Medicare Advisory Committee and a member of the APWCA insurance committee.

Dr. Kesselman is a consultant to many medical manufacturers involved in the manufacturing of shoes, DME (orthotics and prosthetics, surgical dressings etc.) and those producing advanced tissue engineered products.

Doran D. Edwards, MD

Following two decades of successful surgical practice, Dr. Doran Edwards has spent the last 13 years serving in a number of prominent administrative roles in the US medical space, garnering intensive experience in Medicare policy, rules, and regulations.  In his role as SADMERC Medical Director, Dr. Edwards was responsible for the national HCPCS Level II coding functions.  He served as medical advisor to the CMS Alpha Numeric Work Group for creation of new codes for HCPCS Level II Coding of all Durable Medical Equipment Prosthetics, Orthotics and Supplies (DMEPOS).  Additionally, he assisted in development of analyses of the national Medicare data for over 43 million beneficiaries to detect fraud and abuse.

In January of 2003, he became the Medical Director at Palmetto GBA for the Statistical Analysis DMERC operation.  Here, he worked extensively with high level government officials to develop and implement national standards for both equipment billed to Medicare and Medicaid and the suppliers who can provide that equipment.  In 1999 he served as Associate Medical Director for Durable Medical Equipment Regional Carrier (DMERC) Region D.  There Dr. Edwards was responsible for statistical analysis of trends and aberrancies in billing as well as medical policy development.  Dr. Edwards has also provided education on various national coding initiatives to the provider, supplier, and/or manufacturer communities.
